Delta – Pak performs packaging waste management activities in accordance with the Decision on Issuing a Permit to the Operator of the Packaging Waste Management System No. 003225110 2025 14850 007 001 501 031, dated November 11, 2025, issued by the Ministry of Environmental Protection. As a packaging waste management system operator, Delta – Pak connects companies that place packaging on the Serbian market with recyclers, enabling efficient management of packaging and packaging waste.
According to the Law on Packaging and Packaging Waste, all business entities that place packaged products on the market of the Republic of Serbia are required to meet National Recycling Targets if the annual amount of packaging they place exceeds 1 ton. This law applies to all business entities – manufacturers, packers, fillers, and importers. The National Recycling Targets are defined by the Ministry of Environmental Protection, and economic operators can fulfill their obligations in one of the following three ways:

Paying a fee directly to the state,

Managing packaging waste independently, or
03
Transferring the obligation to an authorized operator.

The Decree on Establishing a Packaging Waste Reduction Plan for the Period 2025–2029 (“Official Gazette of RS”, No. 21/2025) defines the national targets for packaging waste management.
The Republic of Serbia has set national targets and adopted a Packaging Waste Reduction Plan for the period 2025–2029.
